The primary goals of partnering on the LEAP include improved readiness and quicker, more effective response to an energy emergency. Energy interdependencies often reach significantly beyond local government geographic boundaries. In most cases, local energy supply comes from distant locations.

LEAP - Local Energy Assurance Plan

The Heber Valley LEAP plan defines the roles and responsibilities of emergency response organizations, energy providers and energy distributors in the event of an energy crisis or disruption. LEAP covers the fundamental energy supply chains such as petroleum, natural gas and electricity.

The LEAP plan's main goal is to minimize the impact of an energy disruption by educating the emergency response organizations and the general public to better handle energy disruptions. Small or large scale disruptions can occur for a variety of reasons and being prepared is the key to dealing with energy disruptions with as little impact as possible.

When everyone knows their role it eliminates confusion and allows responders to focus on the key tasks to rectify the energy disruption in a safer more timely fashion.
Preparing for Energy Disruptions, Distasters and Shortages
There are many threats to the energy supply chain that we are susceptible to in the Heber Valley. Being proactive in our approach to energy assurance is very important to the future well-being and sustainability of the community. The disaster scenarios that we need to consider are:
  • Earthquakes
  • Floods
  • Forest Fires
  • Avalanches
  • Fuel Shortages
  • Terrorist Attacks
  • Severe Weather
  • Land Slides
  • Solar Storms/Flares
  • Road Closures
Our plan of action takes all of these possibilities into consideration and effectively channel resources toward the most critical areas first. When the critical infrastructure and communication sites are stablized we will begin focusing on the secondary sites.

We encourage the community to be fully prepared for energy disruptions of 5 days or more if possible. Being self reliant for five days reduces the demands on first responders and allows them to focus on the mission critical sites like hospitals, fire stations, law enforcement agencies, schools, shelters, communcation, power stations, etc.
