In April 2010, the U.S. Department of Energy awarded Heber City with a grant to implement a LEAP plan under the American Recovery and Reinvestment Act (ARRA). Heber City, along with 42 other cities and towns in 25 states, received money to develop new LEAP plans or improve existing energy assurance plans.

Heber Light & Power plays a critical role in the LEAP initiative. HL&P has taken a close look at the electrical grid within the Heber Valley and has indentified the vulnerablities that exist on their system.
HL&P has taken steps to build resiliency into their system, they have also created a series of switching procedures that will reroute power to the critical infrastructure sites throughout the valley. Restoring power to the first responders and critical sites such as hospitals, schools, law enforcement agencies, shelters, grocery stores, etc. Getting the energy system restored to these critical sites plays a key role in successful energy crisis management. |

The Utah Department of Homeland Security has helped the Heber Valley LEAP team with emergency logistical information. Knowledge of the chain of authority and the proper communication channels is imperative in getting the energy system restored following a disruption. |

The LEAP initiative works as a support function for Wasatch County's emergency action plan. The energy companies have committed their support to local government to keep critical facilities functioning during a crisis. |

Questar Gas and Heber Light & Power have a long standing relationship as the two energy utilities serving the bulk of the population of Wasatch County. Questar Gas is the sole fuel provider for the 10MW natural gas plant that is located in the Heber Valley. Local Questar Gas crews will work with county and local emergency crews in the event of a disaster by repairing broken gas lines safely and expeditiously. |
